Ingredients
  

  • Beef Mixture:
  • 1 lb ground beef
  • 1 medium onion chopped
  • 3 cloves garlic minced
  • ½ teaspoon paprika
  • ½ teaspoon onion powder
  • ¼ teaspoon ground cayenne pepper
  • 2 tablespoon brown sugar
  • 1 15 oz can tomato sauce
  • 1 14.5 oz can low sodium beef broth
  • 1 cup long-grain white rice uncooked
  • Kosher salt and freshly ground black pepper to taste
  • Casserole Layers:
  • 2 tablespoon olive oil divided
  • 1 medium head green cabbage chopped
  • cups shredded sharp cheddar cheese
  • cups shredded Monterey Jack cheese

Instructions
 

  • Preheat oven to 350°F. Grease a 9×13-inch baking dish with nonstick spray.
  • Brown ground beef with onion in a skillet. Add garlic and cook for 1 minute. Drain fat.
  • Stir in paprika, onion powder, cayenne, brown sugar, tomato sauce, beef broth, and rice. Simmer for 20 minutes until rice is tender. Season with salt and pepper.
  • Cook half of the cabbage in 1 tablespoon olive oil over medium heat for 5-7 minutes. Spread in baking dish. Top with half the beef mixture and half the cheese.
  • Cook the remaining cabbage in the remaining 1 tablespoon olive oil. Layer over cheese, then top with remaining beef mixture and cheese.
  • Cover with foil and bake for 20 minutes. Remove foil and bake another 20 minutes until cheese is browned.
