Steam cauliflower florets until tender (10-15 minutes). Pulse steamed cauliflower in a food processor until finely crumbled. Transfer cauliflower crumbs to a cheesecloth (or clean kitchen towel) and squeeze out excess moisture. In a bowl, combine cauliflower crumbs, Parmesan cheese, parsley, and garlic powder. Add salt if desired. Preheat oven to 425°F (220°C) and line a baking sheet with parchment paper. Scoop cauliflower mixture using a cookie scoop or spoon, forming into balls, and then gently flatten into thin disks. Bake for 15-17 minutes, or until golden brown. Allow to cool completely on the baking sheet before serving.
